La GIZ met en œuvre le C4D, financé par des entreprises qui n’exploitent ni n’achètent le cobalt ; la note du C4D indique que le projet ne poursuit aucun intérêt commercial. Il travaille à travers les institutions congolaises, l’EGC et le SAEMAPE au centre.
La gouvernance distingue les Lead Partners, qui définissent la stratégie, des Contributing Partners, qui conseillent.
