Il travaille au Lualaba depuis mars 2023, lorsque l'IPIS a formé l'ADDH, l'AFEDECO et l'IBGDH à Kolwezi, et ses partenaires l'ont constitué en novembre 2023 en réseau de 17 organisations de la société civile en Ituri, au Nord-Kivu, au Sud-Kivu et au Lualaba. L'annonce de l'IPIS de 2023 décrit un signalement par SMS, et la page actuelle du projet un questionnaire sur WhatsApp. Son tableau de bord public présente les incidents confirmés par province et par territoire seulement, avec un sous-ensemble téléchargeable. La page du projet cite comme bailleurs l'Instrument de politique étrangère de l'UE, la coopération belge au développement et le ministère néerlandais des Affaires étrangères, et la page du tableau de bord ajoute l'EPRM et l'USAID parmi les donateurs au fil des ans.
