The DRC's public service for assisting and supervising artisanal and small-scale mining: a technical public service with administrative and financial autonomy, created by Décret n°17/009 of 4 April 2017 as successor to SAESSCAM (2003). Its mandate includes training cooperatives, tracking artisanal flows from the mine to the point of sale and collecting the flat-rate tax, and it is represented in all 26 provinces, Lualaba included; ITIE-RDC calls it the State's central tool for managing the artisanal sector. SAEMAPE officials joined BGR's 2019 field teams mapping artisanal copper-cobalt sites in Lualaba and Haut-Katanga. For Cobalt for Development it was the key stakeholder for capacity building, training manuals and on-site monitoring: the two co-developed five training modules now built into SAEMAPE's curriculum, which SAEMAPE publishes in French, and C4D reports training 17 of its agents as trainers. On 15 June 2026 its Director General signed a memorandum of understanding with GIZ in Lubumbashi on formalising artisanal mining “dans le cadre du projet Cobalt Development”, saying SAEMAPE had registered 1,489 mining cooperatives since he took office. On its own account, in Lualaba in June and July 2026 it supervised cooperative elections, met the Governor, set up a committee on miners' insurance and a commission on assigning cooperatives to artisanal exploitation zones (ZEA), launched site-preparation works at ZEA 786 Kasulo on 14 July with the Governor present, told cooperatives at Mutoshi that their output must go through EGC, and hosted an exchange visit at Kamilombe. It gives Lualaba 33 ZEA. On 14 July 2026 the Fair Cobalt Alliance announced a five-year agreement with SAEMAPE, signed at DRC Mining Week in Lubumbashi, on formalising artisanal mining in Lualaba and Haut-Katanga.
